Admission and Licensure Background Checks

NOTICE: There are two (2) parts to the background check process —

  • Part 1: Child maltreatment central registry check

  • Part 2: Criminal history records check (fingerprinting)


  • For Program Admission

All candidates seeking admission to an initial licensure program must complete both parts of the background check process described below as a requirement for program admission.  This process can take 4-6 weeks to complete. Begin this process early so that it does not delay acceptance into the teacher education program.

  • For Initial and Provisional Licenses

Provisional and initial licenses require an approved child maltreatment registry and criminal history check that is less than one year old.  For background checks more than one year old, repeat both parts of the background check process described below.

  • For License Renewal

The UCA College of Education is an approved Arkansas Department of Education LiveScan site and can provide this fingerprinting service to currently licensed educators who are completing the license renewal process.  License renewal requires both parts of the background check process detailed below.


PART 1: CHILD MALTREATMENT REGISTRY CHECK

Stage 1: Arkansas Child Maltreatment Central Registry Form Generator

  • Select You are a teacher, a pre-service teacher, … (the first choice)
  • Under Education Information
    • Select Licensed teacher for Applicant Type.
    • Pre-service teachers/interns should skip the remaining boxes under Education Information.
    • Do NOT alter the email address in this section.
  • Complete the Applicant Information section.
  • Submit Form.

Your completed form will be emailed to you.  Print this document (all pages) and then go to a notary.  Sign this form in the presence of the notary.   If you need a notary, go to the Dean’s Office in Mashburn Hall.

Once your form is signed and notarized, scan the form so that you have a file to upload in the next step. If you do not have access to a scanner, use your mobile device.  This website provides directions for both Android and iOS.

Stage 2: Arkansas Child Maltreatment Central Registry Form Upload

  • Select You are a teacher, a pre-service teacher, … (the first choice)
    • Select Licensed teacher for Applicant Type.
    • Results should be released to:
      • Company – Dept. of Education [Do not alter this information.]
      • Contact Name – Arkansas Department of Education
      • Contact Email Address – ADE.DCFS.RESULTS@arkansas.gov
    • Complete Applicant Information.
    • Upload ALL pages of the signed/notarized form created in Stage 1.

Stage 3: Fee Payment

  • After uploading your signed/notarized form, Submit & Pay.

If you have problems accessing the form, using the payment system, or any other problems/questions with this process, contact the Arkansas Department of Human Services directly.

To see if you have a cleared child maltreatment registry check that is valid for admissions/licensing, follow the directions at the bottom of this page.  Child maltreatment checks that were not submitted using the steps above will likely NOT meet the requirement for admission/licensing.

PART 2: STATE AND FEDERAL CRIMINAL RECORDS CHECK


Before beginning, consider opening a second browser window so that you can see these directions while you complete the process detailed below.

Follow the steps below to complete your criminal history background check using the LiveScan system:

A.  To pay for your background check click HERE.

  • The cost for the criminal history background check is $38.25.
  • School District/Location
    • UCA teacher education students and UCA faculty/staff, select University of Central Arkansas.
    • TheVerification Code for UCA is 8800021. 
  • Reason for Fingerprinting 
    • All UCA teacher education students select EDUC Teacher (Pre-Service).
  • Non-UCA students and educators not employed at UCA should contact their school district for the correct location and verification code.
  • Print your payment receipt and bring it to your LiveScan appointment.

B.  Complete the background check consent form available HERE.

  • Be sure to select the correct reason for your background check.
    • All UCA students should select Teacher (Pre-Service).
    • Others should select the appropriate choice.
  • On the next page, select IHE with EPP: University of Central Arkansas as employer.
  • Complete the information requested.
  • Print your consent form and bring it to your LiveScan appointment.

C.  Choose your LiveScan location.

  • To be fingerprinted on campus in Mashburn Hall, schedule your appointment here.
  • To be fingerprinted in Little Rock at the Arkansas Department of Education, schedule your appointment here.
  • For a list of other locations in Arkansas, click here.  All fingerprinting locations are by appointment only.  Contact the site for available appointment times.

If you cannot access a LiveScan fingerprinting location:

  • Candidates who cannot access a LiveScan fingerprinting site must submit ink fingerprints instead.
  • Contact Ms. Clara Toney (information below) for a special ink fingerprint card and the directions to complete that process.
  • Fingerprinting for educator preparation or licensing must be completed using the card provided by the Arkansas Department of Education. Fingerprints submitted on any other card will be rejected.

BRING THE FOLLOWING TO YOUR LIVESCAN APPOINTMENT:

  1. Your printed payment receipt (from item A above)
  2. Your printed consent form (from item B above)
  3. Your government issued ID (e.g., driver’s license)

TO CHECK THE STATUS OF YOUR BACKGROUND CHECK

Background checks completed for purposes other than teacher licensing or working in an Arkansas public school, may not meet the background check requirement for the Arkansas Department of Education.  Approved background checks will be recorded in the Arkansas Educator Licensure System as detailed below.

NOTE:  If you receive a message that says Account Does Not Exist when attempting to login in step 1 then either (a) you have not initiated the background check process or (b) there is a problem with your account.  If you need help accessing your account, note the contact information on the login page.

To verify that your Arkansas State Police/FBI and child maltreatment central registry checks have been approved:

  1. Logon to the Arkansas Educator Licensure System (AELS)
    https://aels.ade.arkansas.gov/AELS/Account/TeacherLogin.aspx
  2. Select View current license information
  3. Look for the Non-Criminal Background Information (NCBC) section.
  4. You have completed the background check process when “cleared dates” that are less than one year apart are recorded in the following boxes marked in green below:
    1. ASP Cleared Date
    2. FBI Cleared Date
    3. Central Registry Cleared Date
  • The ASP Cleared Date and FBI Cleared Date will be completed after you have been fingerprinted (Part 2).
  • The Central Registry Cleared Date is the child maltreatment registry check (Part 1).

For licensing, all three of these dates must be less than one (1) year old from the date your license will be issued.
