Use of Motorized Transport on UCA Campus

The following “rules of the road” should be observed when operating a UCA or authorized golf/utility cart:

  • Individuals using golf/utility carts on UCA property are expected to operate them safely and courteously. On campus, pedestrians always have the right-of-way, and operators of golf/utility carts will permit this right-of-way. When operating a golf/utility cart on a sidewalk, the operator must pull off the sidewalk to allow pedestrians to pass, or stop the cart until the pedestrians have passed. 
  • Golf/utility carts should be operated on perimeter roadways. Sidewalks should be used only where roadways and/or parking lots are not available, and then only to the nearest adjacent street or parking lot.
  • When on the roadway, keep to the far right side of the lane to allow other vehicles to pass, if safe to do so. Maintain adequate distance between vehicles.
  • Use extreme care at building entrances and upon entering/exiting enclosed areas.
  • Always lock and secure the golf/utility cart when it is not being used. 

The following “rules of the road” should be observed when operating a scooter, hoverboard or similar transport device:

  • Scooters, hoverboards, electronic skateboards, and bicycles are not allowed in buildings pursuant to Board Policy 423 and the Student Handbook.  University police will confiscate scooters that are in buildings. The owner should contact the police department to retrieve the scooter, and the matter will be referred to the Dean of Students.
  • Scooters and other motorized transport devices cannot be used in any manner that places pedestrians at risk, and users must yield the right-of-way to pedestrians.  (Board Policy 423)
  • Motorized devices shall not be operated at a speed greater than 15 miles per hour.  (Arkansas Code A.C.A. § 27-51-1903)
  • Any student who violates state law or university policies while on campus is subject to disciplinary action, which may include referral to the Dean of Students.
