Pre-Crisis Phase (June 3, 2006-present): The State Union of the Republics of Serbia and Montenegro dissolved on June 3, 2006. The OSCE disbanded the OSCE Mission to Serbia and Montenegro, and established the OSCE Mission to Serbia on June 29, 2006. The Serbian parliament approved a draft constitution on October 1, 2006, and the draft constitution was approved in a referendum on October 28-29, 2006. The Council of Europe (COE) Parliamentary Assembly sent 17 observers headed by Alexander Fomenko of Russia to monitor the referendum from October 26 to 30, 2006. Parliamentary and local elections were held on January 21, 2007. President Boris Tadić was re-elected with 50 percent of the vote in the second round of presidential elections held on February 3, 2008. The OSCE send observers to monitor the presidential elections. Parliamentary elections were held on May 11, 2008, and the For a European Serbia (Za Evropsku Srbiju – ZES) won 102 out of 250 seats in the National Assembly. The Serbian Radical Party (Srpska Radikalna Stranka – SRS) won 78 seats in the National Assembly. The OSCE sent observers to monitor the parliamentary elections. Thousands of Serbian nationalists protested against the government and in support of early elections in Belgrade on February 5, 2011. On March 13, 2012, President Boris Tadić called for parliamentary elections in May 2012. Parliamentary elections were held on May 6, 2012. The OSCE sent ten experts and 12 long-term observers from 17 countries led by Corien Jonker of the Netherlands to monitor the parliamentary and presidential elections from April 4 to May 27, 2012. The OSCE Parliamentary Assembly sent observers led by Matteo Mecacci of Italy to monitor the parliamentary elections. The Council of Europe (COE) Parliamentary Assembly sent observers led by Jean-Charles Gardetto of Monaco to monitor the parliamentary elections. Tomislav Nikolić of the Serbian Progressive Party (Srpska Napredna Stranka – SNS) was elected president with nearly 50 percent of the vote in the second round of presidential elections held on May 20, 2012. Ambassador Peter Burkhard of Switzerland was appointed as Head of the OSCE Mission in Serbia starting on December 6, 2012. Aleksandar Vučić of the Serbian Progressive Party (Srpska Napredna Stranka – SNS) was elected president with 55 percent of the vote on April 2, 2017.
