State law A.C.A. 21-5-106 provides for annual career service recognition payments for state employees.
Q. How long do I have to be employed at UCA to be eligible for annual career service recognition payments?
A. Employees of state agencies and non-faculty employees of institutions of higher education are eligible for career service recognition payments upon completion of ten (10) or more years of service.
Q. Does it matter what type of position I am in (i.e. elected positions, classified, or non-classified non-faculty?
A. No. All of the above mentioned positions are eligible for career service recognition payments, as long as the service occurred in either an elected position or in a regular full-time position.
Q. I am a veteran, and have been employed full-time at UCA for the last 10 years; I worked full-time for UCA except when I was on active duty with the military for 18 months. Am I still eligible for career service recognition payments?
A. Yes. Periods of leave of absence for military service when veterans’ reemployment rights are exercised shall not negate eligibility for the payment, provided all other eligibility requirements are met.
Q. I have been working for UCA for what will be 10 years this fall. What if I had authorized leave without pay, such as maternity leave that I took during the pregnancies of my three children? Am I still eligible?
A. Periods of authorized leave without pay shall not negate eligibility for the payment, provided all other eligibility requirements are met.
Q. If I began working for UCA on August 2, 1998, when exactly am I eligible for career service recognition payments?
A. An employee will be eligible for career service recognition payments on the anniversary date of the completion of such service. So, in your case, you would be eligible on August 2, 2008.
Q. Do the annual payments increase as my years working for UCA increase?
A. Yes. Annual payments for years of state service are as follows:
For 10 through 14 years of service, the annual payment is $600.
For 15 through 19 years of service, the annual payment is $700.
For 20 through 24 years of service, the annual payment is $800.
For 25 or more years of service, the annual payment is $900.
Q. Will taxes be withheld from my annual payment?
A. Yes. Career service recognition payments that are authorized by the Office of Personnel Management ARE subject to withholding of all applicable state and federal taxes.
Q. Will these payments be included in retirement systems for determining benefits?
A. Yes. They will be included by retirement systems in determining benefits.
